No, and you usually should not. Clearing the building area and the driveway keeps the woods that made you buy the lot in the first place.
What happens to the trees and brush?
Your choice: chipped on site, hauled away, or piled for burning where the township allows it. Usable trunk wood can be cut and stacked for you.
When is the best time to clear a lot?
Any season the ground supports the equipment; frozen ground can be the cleanest time on soft sites. The real deadline is your build schedule, so call early.
